VTEC K20
VTEC does kick in if:
- oil is heated to a working temperature
- car is moving above 15Mph (Of course with wheelspin you can bypass this)
- revs reach the VTEC area
And yes, these options can be modified with ECU tuning but why? You shouldn't rev too high when oil is not heated. Be gentle to your engine.
VTEC Solenoid won't open if oil doesn't have enough pressure, ECU won't let it. Goes for D, B, K, F, or any VTEC engine series.
Had to write that down because of some massive trolls attack on Youtube:)

VTEC kicked in yo
